WebA file that has Jinja2 constructs is, by definition, a template, not a static file. So it should go in the templates folder. If you put this file in the static folder you are confusing things, as any client will be able to request the file as a static file (ie. without Jinja2 processing the templating portions of the file), and you will likely never want that.
